Many children with developmental disabilities require home care services to assist with activities of daily living such as bathing, dressing, eating, transferring (mobility), and toileting. On this page we discuss services that developmentally disabled children may receive in addition to services they receive via the OPWDD Waiver.
Who pays for these home care services?
These home care services are be covered by Medicaid.
Are these home care services part of the OPWDD Waiver services?
No. These services complement services provided by the OPWDD Waiver but are covered by Medicaid separately – not under the OPWDD Waiver.
Do I need to disenroll from the OPWDD Waiver to access these services?
No. You can access these services while remaining enrolled in the OPWDD Waiver. These services complement services provided by the OPWDD Waiver but are covered by Medicaid separately.
What are examples of disabilities for which a child may be approved for OPWDD services?
NY State eligibility guidelines specifically mention the following disabilities: intellectual disability, cerebral palsy, epilepsy, neurological impairment, familial dysautonomia, Prader-Willi syndrome and autism (see Page 3 here. The above cited NY State publiction states that other conditions can also make an individual eligible.
What types of home care services can children receive?
Children can receive care from a certified home health aide (HHA). Home health aides provide help with activities of daily living (ADLs) such as bathing, dressing, eating, transferring (mobility), and toileting. They may also receive services such as occupational therapy, physical therapy, and speech therapy.
Can someone I know such as a family member or friend be the home health aide that provides the care?
Most family members and friends can be the home health aide (HHA). However, parents and guardians cannot work as the home health aide.
